ScanVOTE® is an automated paper based production, registration and tallying system for mail and on-site elections. ScanVOTE® is an electronic election system that enhances the security, flexibility and efficiency of a traditional paper ballot election either on site or as mail ballot. ScanVOTE® election system uses the best elements of computer technology to ensure security, accuracy and efficiency. With a database of eligible voters, TrueBallot generates an individual or custom ballot for each voter. Each voter sees only those issues (e.g. national, regional or local) on which he or she is entitled to vote. Depending on the needs of the organization, the same issues may, but do not necessarily have to appear on each ballot. By generating a single ballot for each voter, there is no need to generate spare ballots, thus removing one security concern. Duplicate ballots can be generated and are electronically tracked so that each voter can vote only once. TrueBallot's web-centric generation and tracking system makes it easy and up-to-date. ScanVOTE® can be used with a traditional mail ballot, or can be adapted for on site applications (such as convention or other meeting). The TrueBallot database allows for a multilevel security system to make sure that only eligible voters are permitted to vote, and only ballots generated by TrueBallot can be registered and voted. Only those able to vote are allowed, and electronic tracking ensures that each voter can register only once. In a mail ballot setting, using TrueBallot's registration system, returned ballots can be quickly registered and checked for eligibility at the ballot count, before opening the secret ballot envelope. No pre-sorting is necessary. In an on site setting, TrueBallot's registration system generates the correct ballot on arrival of the voter, and ensures that ballots can be generated only for eligible voters. ScanVOTE® ballots are tabulated through the use of optical imaging system developed and supplied by TrueBallot. Tabulation can take place virtually anywhere that there is sufficient space to set up a multi-station computer network. Any ballot can be audited at any time for accuracy. The tabulation system is completely observable. Because of the nature of the tabulation system, it can report results in minutes following the reading of the last ballot, and can report on virtually any level.
